You know, the kind of bike you need to get low and get fast for a race against the clock across frozen tundra.
In that case, I'm afraid I have to reduce your fred score to 20. (I would like to go with zero, but I just can't do it while those aero bars are still on there.)
as for more clutter and gadgetry, that ain't gonna happen. fenders and small blinkie lights are about as "cluttery" as i can get. i have no need for the computers, clocks, GPS, phone mounts, multiple water bottles, mirrors, headlights, air horns, racks, panniers, bags, etc. that true freds like to adorn their bikes with.

I like the sprung saddle, the anti-riser bars, the plastic figurine and the generic fork. I'm not sure it's still a "twenty dollar bicycle" after you put that saddle on it (unless you helped yourself to a discount).
It's too clean looking to be really fredly, but I will give you bonus points for the ashtabula bottom bracket.

My Merckx Corsa certainly deserves some bonus points for adding Fredliness to a trendy racing frame -- namely a bell, mirror, riser stem, reflective sidewall tires (GP 4000s), Carradice bag, and head and tail lights. The Merckx was replaced by a Salsa Casseroll with those features plus a tall head tube, front rack, fenders, canti brakes and frame pump.
