Surly Pacer - fender clearance with 700c / 32 tyres?

title says it all really.

Will I have full fender clearance if I run 700c 32 tyres on a Pacer?

Also, will pre-2012 Pacers even fit 700c 32 tyres? Or 30s? I am maxxing out at 700c/28?

I have a 2009 Pacer that is currently running on 28s and have room for fenders. I've had 32s on it, but doubt fenders would fit with them.

According to Surly's Frame Highlight page for the Pacer, no.

Tire clearance - Room for 700c x 32mm or 700c x 28mm with fenders
You could attempt the Reacharound Fender Bracket. I can't come up with a real brand name for them right now but my shop carries them I can't remember who makes them, but anyway this is what they look like. It might help, but I doubt they will get you that much more.
