Another which bike question

Hi all,
I am looking to build another commuter, all around bike. Currently riding a track type with cobbled on fenders and no toe clearance. Features I'm looking for.
Clearance for 700-40c studded tires.
Single speed for no hassles in winter with snow and cold. Able to take the gears for non winter use.
Fender and rack compatible- no monkey business here.
Probably run a flat bar with single speed and drops for geared use.
Cantilever or linear pull type brakes.

Surly cross check is the number one contender. All City Space Horse- a little spendy. Motobecane Uno?- worried about toe over lap.

Any others to look at?

Trek Allant with bars changed out to flat. Doesn't meet the single-speed criteria, though.

If 700c tires weren't a requirement you could find a decent quality vintage MTB, here's mine in the drop configuration:

The vintage MTB is a great idea, for a new shiny build the Surly Ogre or the Troll (Troll has 26", Ogre has 29"/700c wheels). Tons of brazeons for fenders and racks, huge tire clearance ( I run 40's on mine and they look small), long top tube that is great with flat bars or can be run with drops too like mine.

If I could fit the frames generally available used, I would have done my build on an old rigid MTB and achieved a very similar bike for a lot less cash. I'm just too tall.

My Ogre build..it's done as a disc build, but has the mounts for cantis or mini-Vs too.

No complaints with my CC. Does everything I need utility wise and I took it on a 20 mile pre work group ride and had no trouble keeping up with the carbon fiber crew (minus my top bag)

Last winter I used my Karate Monkey as single speed. Two previous years used a Redline monocog.I want to leave it alone so it will be dirt ready. When the snow and ice packs down, it can get very bumpy. The 700's roll over this easier than the 26's. Want to stay with more of a road bike geo. It has to be single speed-able without any monkey business. The cold and snow have a way of making rear derailleurs and shifting all wonky. Thanks for the help so far!

Reviving the dead!
I did get the Cross Check. Built as a 1x9, straight bars. Ran it that way with studded tires 13-14 and 14-15 winters. Spring of 2015 I built a Redline Monocog 29er. That is my current snow machine.
I would like to put drops on the CC.
