here in GA 50cc scooters are not required to be tagged or covered by insurance, so why should bikes?
Most of us already pay our share of taxes, and I definitely don't want the government mandating I do something else. What a hassle it would be, having to spend time and money dealing with registration and/or licensing. What happens if our registration expires, suddenly we have to worry about getting a ticket? No thanks, lets keep some freedom. If there are enough rules and regulations we all inevitably become criminals.
DUH-These laws regs would be to punish bike riders- they don't have much to do with safety

It wouldn't be the first Stupid Bike Law in Georgia:
(a) It shall be unlawful for any person to sell a new bicycle or a pedal for use on a bicycle unless the pedals on such bicycle or such pedals are equipped with reflectors of a type approved by the Department of Public Safety. The reflector on each pedal shall be so designed and situated as to be visible from the front and rear of the bicycle during darkness from a distance of 200 feet. The commissioner of public safety is authorized to promulgate rules and regulations and establish standards for such reflectors.

There is an Idaho(?) Congresscritter who for some time keeps introducing a bill to ban bicycles on public roads entirely. Yep, the home of the Idaho Stop, perhaps some of the most progressive bike related legislation ever crafted, is also home to an avowed vehicular cycling opponent. You are in huge denial if you don't think that VC enrages cagers and isn't somehow at the core of bills like the one in GA. When the issue comes up in non-cycling forums that I visit, the number one and two peeves the motoring public has about bikes is that they (can) run red lights and that they hog the lane. I don't personally know any take the lane types or red light runners (full disclosure: I run more red lights than I stop for) for that matter. Myself, I am not a take the laner, I assiduously share my lane with faster motor traffic. Some decline the offer and trail my bike until they can pass 'safely'. That actually causes me more stress than if they just passed me and got it over with. Maybe the bill will pass, and maybe it wont. No one thought we would have a Government Shut-down. It should bother us all that in 2013, and facing the "End of Life as We Knew It" on this planet, that cyclists aren't kissed full on the mouth by total strangers and offered free hydration, massages, lap dances, or other tangible tokens of appreciation by a grateful country in the throes of absolute awe and adoration of our steely resolve to do battle with the forces of nature and save the planet one cubic foot of CO2 at a time.
Next thing, they'll be saying bikes have to wait in line behind cars waiting at lights, rather than filtering to the front.
They can have my bike when they pry it from my cold dead hands (please be sure to clean the car tire tracks off my back before burial).

I wish someone would stand up at the town hall (aka lynch mob) meetings and ask teh esteemed legislator a few questions:
How much money will it cost to set up and operate the bureaucracy needed to license and register all the bicycles?
Where will that money come from?
Isn't there something better the state could do with that kind of money?
Of course, this is all a big lie. The registration fee would be eqivalent to a tax, no infrastructure improvements would ever be built, and the jobs would be nothing more than bureaucratic paper pushing and regulating.
The whole point of it is punishment-
punishing the riders who slow them down-intentionally as they see it.
The punishment licensing would thin the herd of riders taking lanes.
Nothing to do with infrastructure-
Gummint gotta to cover the tax giveaways to the Rich some how.
