An unfortunate incident..
While coming home from work last night I was riding about 15 mph down the bicycle path when the large dog ran out in front of me I hit the dog went over the handlebars scuffed up my new Brooks saddle and bent both the rims beyond repair. (Don't worry I think the dog was fine just ran away)
So now I'm faced with the option of either spending about $600 upgrading wheels and tires to 700c on old 1985 Schwinn World or purchasing a new bike Which seems even though more costly more financially viable. So I need some recommendations on new bikes so far I have not been impressed with what I've seen that local bike shops. What I'm looking for is a steel framed drop bar style road bike or cyclocross bike that would be great for commuting and some light-duty touring. keeping my budget under $1000.

Not familiar with the Schwinn World, but if it is a reasonably light, mid to high end road bike in good condition, I would go with wheels. I would also budget for $300, but that's just me.

No excuse necessary for wanting a new bike ... And you can get a very nice CX bike for around 1k. Check out Bikes Direct--or your local classifieds.

in my area, i can pick up a used 27" wheelset inclyding freewheel for 80-100. havent compared prices to new wheels. a new 6 or 7 speed freewheel ie 14-28 is about 25. if i wanted to do 700c conversion price is same but id have to replace the brakes with longer reach ones. re finding used wheels it takes some patience for them to come up, so i look for backups before i need them. for instance i have a pair of 700c wheels off a miyata touring bike i paid 60 dollars for in good condition. these deals come along as people convert bikes to fixies or upgrade to 10 speed wheels.

An entire Schwinn World is worth about $100, so I'm not sure that it makes sense to buy wheels for one. I'd go the other way and sell the bits I have for whatever I could get.
There are so many options out there, and they all come down to what tool is best for you. You can get a lot of used bike for $500 on Craigslist - like a very high end 80s-90s tourer. Those make great commuters.

if you want to buy new niagara cycle has plenty of made 27 inch wheels. youll just need to know the rim width.

I'm partial to my Fuji Touring, which is a lot like the $600 Windsor Touring from bikesdirect. Even comes with a rack, so you'll have a place to hang your commuting baggage.
