FWIW, here is a direct quote from the Illinois 2013 Rules of the Road [page 40], which I find quite amazing.

Interesting. I'll have to look at TN law to see if we have anything like that.

What happened today was a little different from this situation where a rider is "approaching." There was a line of traffic slowly moving along a busy street. The light for the next significant intersection was maybe 200 yards ahead. The guy ahead of me was turning right onto a side street. I was directly behind him, having taken the lane because there were cars parked over on the right. I think the advice above about ignoring him might have been my best approach. At the time, I was confused about what I should do and ended up going on around him on the right. I won't make that mistake again. In his defense, I should say that I think he was just trying to be nice.

That's the key to survival. Observation. Many if not most drivers are suffering from a serious disconnect. From the road, reality, computers, whatever. They have no real idea what damage their cars can cause. On a bike, you HAVE to read all drivers you run across.

It does it's on page 104, under the heading "Sharing the Road with Bicycles":
"If your vehicle is turning right and a bicyclist is approaching on the right, let the bicyclist go through the
intersection first before making a right turn. Remember to
always signal your turns. "

When I'm about to overtake on the right a motorist that is signalling a right turn, I deliberately take the lane behind the motorist, and pass him/her on their left, as they make the turn.
