Can't figure out how to tighten brake lever

My right (rear) brake lever (Tektro RL-340, see image below) is slipping on my handlebar. I believe that the adjustment for the bands is under the hood or behind the lever but I can't figure out how to access it or remove/pull back the hood.

Any help would be appreciated.

BTW, the QR is a quick release button, I've figured out how to activate it but I'm not sure of its purpose.
