I love my fenders in Colorado on my commuter and have needed them, especially this summer. To each their own. Stuart doesn't feel like he needs fenders in Colorado and I can definitely see why.
This summer though, I feel like I spent quite a few days riding either to or from work in the rain. Its a short enough ride I normally wear my work clothes, so something to keep the road splash off of me is great.

Likewise, I live in Colorado and have fenders on all my utility/commuting type bikes. Definitely don't need them all the time here, but it sure is nice not having wet feet and a filthy bike after/during a storm, especially if it hasn't rained for several days prior and the roads are grimy with accumulated oil and other crud.

The Rock Cycle
I'm on the western slope of Colorado. It's a desert environment here. 4 of my 7 bikes have fenders. I have ridden in rainstorms a few times this year already.

Fenders never made sense to me when I lived in Denver or southern California. Something to keep from breathing in dust...that made sense.
They also never made sense when I lived in the deep South. There, it rained so hard that I'd get soaked - fenders or not.
In Wisconsin, fenders make sense. I built a crud bike with fenders for days with non-frozen liquid on the roads - sure beats wearing snowpants through the end of April!
