Adapting Giant TCR Espoir 24" for use as cyclocross: wheels/tires?

Adapting Giant TCR Espoir 24" for use as cyclocross: wheels/tires?
Hi!
My son just got a Giant TCR Espoir 24" (https://www.giant-bicycles.com/us/tcr-espoir-24). It comes with racing Kenda K191 24x1 (25-520, 600x25C) tires, which are racing tires, and we want to use the bike on hard gravel roads. I started looking for some more sturdy tires, but this size seems to be extremely rare and I found nothing apart from Panaracer Pasela which seem impossible to buy here in Norway.
So I'm considering instead to buy a new set of wheels in a size where we can get both road and cx tires, e.g. wheels which are 24x1.75 which are easy to come by.
The brakes are caliper brakes, but there is quite a lot of clearance within the caliper. And also the current tire clears the frame with a good margin.

If anyone has any experience to share (or best of all, info about alternative tires which I can buy for the existing wheels) it'd make one big kid and one small kid very happy!
