Cleaning tubular tape off the base tape

Hi,
I did search, but I must have missed anything out there. I have some Challenge Grifo tubs that came second hand with a wheelset I bought. One of the tubs was punctured, so I shipped it off to tire alert, who kindly fitted new base tape. But the other one has white mank on it. Can I reglue the tyre with that on? If not, how do I clean it off? My first race is not for a month, but I want to be prepared. I raced Grifo clinchers last year, so I'm really looking forward to trying the tubs!
Thanks.

I pulled the tape off an old tire and had a bunch of tape residue left on the tire. I just glued right over it when I went to remount the tire. It seems to be fine.
