Fork issue
I have a 2001ish Poprad with the stock steel (or alloy?) fork. I've read all the threads regarding fork shudder when braking. But my fork flexes when cornering while not braking, causing rubbing against the brake pads. Skewer is tight, wheels are solid. Is this sort of flex something I should expect with this bike?

Sounds more like wheel flex than fork flex.

Thanks, that is what I thought, too.
The wheels are old Rolf Vectors but they feel bomber enough and I've never had issues with them on my road bikes.

If you can swap to a different wheel and it still happens then it could be your fork.
