Actually...
Cops around here don't see this as a law because if they did, it would look pretty stupid to fine someone just because they don't have pedals on a bike that just about has every other characteristic as an e-bike. This bike has been classified as a moped by some narrow minded, simply for the fact it has no pedals (at the moment). I know a moped when I see one! At least, to answer your question now, the police in these areas are intelligent. I have been stopped in Hull Que. and the only concern was, for riding at night I must have reflectors/lights front and back. There was even interest and curiousity the first time I got stopped, to the point they wanted me to test ride it in front of them, hehe. This bike is harmless! Any cop would feel like a moron to give a fine or take any action for this. Your also not looking at a bike that goes 60k+ here! Note: Going a bit faster on an e-bike will not get you stopped by cops. (-10k) Cars do it all the time~
