Problem with ebike motor? Should i be concerned

https://youtu.be/5brI0PuiE4I I got my ebike so-called upgraded to a lithium system(motor/battery etc) about a month ago and it was working fine then it started to make a bad noise. When on the ground it makes that awful sound all the time that is in the video. I took it back to the shop two weeks ago and he said the controller was faulty and he replaced it. I didn't notice the bad sound which is a different bad sound than the bad sound that happened before i took it back after the Lithium system was put on. Before i took it back it had also reduced in speed and grunt. Now the speed seems to be fine but there is a small reduction in grunt. Or maybe i am distracted by the sound? Even people ont he street turn around to see what the sound is. I don't know quite what to say to the guy as he even made a comment that i would be charged for labour even though the so called upgrade is under warranty. I didn't know what to say to that. I know when he did the upgrade it was extra work as there was some retro fitting to do. I didn't know about that until picking up the bike. I haven't been rough with the bike but i am very puzzled as to why he has fitted a 24 volt system when the previous was a 36volt. Even though the previous was faulty(i broke the motor)...but why would someone downgrade even though the previous was a lead system? He didn't mention the voltage thing until i went to pick it up this last time from the shop...plus he mentioned that i must pedal all the time. I am Chronic Fatigue Syndrome and he knows that. So i am puzzled as to why he would do that downgrade when yes i have mentioned my health has improved but only maybe by 5 per cent

I would be more concerned with the guy working on your bike.
