Two Tail Lights - Flashing, Steady or Both?

Two Tail Lights - Flashing, Steady or Both?
I am looking for some feedback. I have two tail lights on my bike when I ride at night - one on the seat post and one on the seat stay. I have been leaving them both flashing thinking that makes me more visable. Should I leave them both flashing, have one steady, or both steady? I want to be as visable as possible. Any thoughts would be appreciated.

One steady, one flashing. My state requires a rear red light that is steady. So my Dinotte on the rear rack is on low/med steady. Plus drivers can gauge distance and your speed better. Flashing gets more attention, so the SF on my seatbag is on flashing.

Truth is, there is no real data to support any method. Anything I suggest would just be an unsupported theory. Use what is legal and then what you think works best for you.

I have a 4D Toplight on the rack that only burns steady, and a PB Superflash on the seat bag (or on the trunk bag if I use it) that flashes. In the winter I often hang a couple of SF's off my panniers as well...on steady. I think one light flashing is enough, the rest should burn steady.
