Do you mean on the stem OR on the handlebars?

Topeak has a model for cell phone, fits on the stem or handlebar

Any larger you may want a handlebar bag.
If so I like this one from Cannondale. It has a small zip on the top for cell phone etce and larger for jacket, lunch, socks and more.

I use the Jandd Stem Bag, which affixes to the top tube and loops around your headset.. I can fit a small cell phone, Lara Bar and Clif Bloks inside.. You can also look at a Bento Box which is a little bigger in size..

I use a Mountain Feed Bag. It attaches to the handlebar & stem. Great for cell phone, munchies, GPS, etc.
