Strap for mounting battery pack

I built my own LED headlight and it works great but I need a solution for mounting the Li-Ion battery pack to the stem. I have been using a nylon backpacking type of strap and it is difficult to use and does not hold well. I really like the silicone rubber strap on my Knog flasher light but I can't find a strap like that. Looking for something made of rubber that stretches and is easy to put on.

Ace hardware sells 18" velcro straps that will work. They're also pretty cheap.
