Some random light questions.

How many lumens should I be looking for in a 30$ish light? I need one that lets me see potholes at 15mph in time to react. If I get a flashlight, what's the best way to mount it? If I bike in freezing weather how do keep my batteries from freezing? Do I have to worry about my light during rain? What's a good taillight to buy? Yeah, I'm a noob.

If you are locked into that price range, I would recommend the Romisen RC-C8 II R2 Flood-to-Throw LED Flashlight.. Lots of battery options with this light, 1 x 18650/17670, 2 x CR123A, 3 x AAA batteries.. Longest output would be with 18650 cells but aaa work fine too. You can refine the beam to your liking, about 200 lumens total..
