Either my HRM is Tango Uniform ...
... or I have a heart problem.
Background. I have a Nike Triax C3, with a chest strap sensor. I liked the Nike as the batteries in both the watch and strap were user replaceable, with readily available batteries. Also, both the pulse function, and the watch function were reliable, with both being fairly accurate. This summer, I noticed what appeared to be a crack in one of the pads on the chest sensor. Now it is definately a break, and what's worse; the heart rate is less than accurate. I have to have the watch within 12 inches of the strap to receive a signal, and the rate that displays will vary between the mid 60's to the low 200's. All within a minute, and while sitting still. I replaced both sets of batteries (again) without improvement, so I'm thinking the chest sensor is done in.
Since Nike no longer supports this product, I need suggestions for a basic HRM, so that I can monitor my training for this summer's group rides and tours. As my job situtation is not exactly stable at the moment (i.e. company is on verge of bankruptcy), I don't want to shell out more funds than necessary at the moment.
Let's keep the suggestions to a watch/chest strap setup, that doesn't necessarily have to interface with a computer or GPS unit. And try to keep the cost below $150.00USD as well. Thanks.

For $150, you can buy a Garmin FR60. That is a ANT+ HRM, which should work well with a lot of exercise equipment like Spinner bikes.
If you want to go cheap, you can google up Precision XT HRM. I have one. It works well as long as there's no other HRM around to interfere. You should be able to pick one up for about $30. Apparently it's an imported HRM sold under different brands. I recently saw that Nashbar has a Schwinn branded Precision XT HRM.

Update. I put another new battery in the chest strap, and the stupid thing works fairly reliably again. I'm suspecting that the 'no-name' battery that I had used previously, was older, or not as high quality as the one used this time.
Still, I'm thinking about blowing my REI dividend on an Garmin FR60, once that comes in.

I'm torn between a FR60 and a bluetooth HRM band to link to my Android phone apps, but I'll probably just keep using the HRMs I have
