Night Commuting: Finding Great Lights

For night commuting, most people would say this: don't just go for good lights, go for great lights.

So what is the cheapest great quality lights that will last a long time? Is it really impossible to go below $100? Should it use battery, or should it use other energy sources?

What country sell the cheapest great quality light sources? Thailand?
Yes, I am aware that the buying an airline ticket just to get cheap lights is not worth it. I am going to this country for a vacation anyways during summer. It would be nice if I can buy cheap lights there also.
