Saw something interesting today, lighted "panel"?

This evening I saw a cyclist passing by, who had something interesting on his back. It's a large flat panel-like lighted surface, almost covering the entire back of his torso. The light was constantly changing color, blue, red, purple, green.... It had large surface; however, since his body was leaning forward, the effect was not optimal. Wonder what it was.

My guess is some kind of fiber optic light panel(s).

Without pictures, my guess would be a RGB edge lit panel of some sort.

Looked up the images of these--yes, quite like them. Seems to be an overkill to use something like that as a substitute for bike taillight.

I don't know... I saw a vid on vimeo that featured the Torch Flux backpack that has a 4"x12" light panel and it seemed pretty noticeable. However, I did note that they did not have any other light on the bike or the person for the long shot- it would be interesting to see how it compares to even a PBSF in the same setting.

It would be more noticeable if the panel was attached vertically to a rear trunk and had more side visibility. It was nice and fancy looking but not bright enough (definitely not annoying as desired by some cyclists of their lights . May be easy to break, too?
