Any decent, budget friendly POV cameras out there?

Looking for some kind of POV set up that I can wear while outdoors- not necessarily cycling- that has at least 480p, prefer 720p or better, and figure 30 fps should be sufficient for my purposes.

Contour HD cameras cost less than $100 and can give you a sharp colorful picture. No image stabilization, so works best with a helmet mount.

The SJ4000 that's sold on eBay is a pretty good camera. My son bought one with money he got for Christmas. While not quite the quality of a GoPro Hero 3 / 3+ (the cameras I own), it's pretty close. If I was in need of an action cam and funds were tight, I'd go with the 4000.

Some of them on eBay come with a frame that the camera snaps into that you can then clip on your belt.

Would the Contour and SJ4000 be sufficient for capturing accidents on a bike if needed?

I own the TCL SVC200 and I really like it. It doesn't come with any body mounts unless you count the helmet mount. Review of it may be found here. You may also find reviews there of some of the other models mentioned so far in this thread. Techmoan - Techmoan - SVC200 is the best 100 action camera I've found (So*far).

You'll need to be within 9m or 30' to capture the license plate in the event of a hit-and-run, and they need to be in 1080p mode. I don't believe that either one will capture a plate at night.

Edit: The TCL has a standard tripod mount on the bottom of the camera and the waterproof case.

The Contour ROAM2 does 1080p at a maximum of 30fps. It can only do 60fps at 720p.

+1 for the SJ4000, I am still feeling butt hurt by Contour when they abandoned the market a couple of years ago, plus their software sucks. Techmoan did an interesting review of the SJ4000

Well, my wife surprised me today. We went to Best Buy to price some appliances for a house we are considering making an offer on and ended up with a Sony Action Cam- Sony AS20 HD Action Cam Black HDRAS20B - Best Buy.

I'll let you know how it works out.
