Belgian cyclists: Where were license plates supposed to be mounted circa the 1980's?

I recently found an old Belgian license plate that I want to use as part of a restoration that I'm working on, similar to the examples shown in the photograph below. I haven't, however, found any photographs showing these plates in use on a bicycle. Off-hand, anyone know where on the bicycle that these plates were supposed to be mounted?
