Strange but true
As I was out riding and enjoying the warm but less humid weather today, I seen this fellow pedaling his bike with the heels of his feet!??

That is strange...
I ride with my feet too far forward, but even at that, I ride with my arch (well, where my arch should be) over the pedal. I have never seen anyone pedal with their heels.
I have seen people say to pedal with your heels to determine if your seat height is correct, but that would be done before the rider hits the road.

Crikey, I see that almost every time I'm out riding! There's always a guy with his seat all the way down to the seat tube, his knees hitting his chest, his heels over the pedal spindle, and his toes pointing out at a 45 degree angle. What's worse, about half of them ride past me like I'm standing still.
