Need help picking a frame

I recently bought an Estelle for my father and now my octogenarian mother wants me to find a bike for her as well, I'm seeking advice.
She is very active for 81, no balance problems and should have no issue riding beyond her short stature. She is five foot one at most. Your typical 16 inch hybrid frame is too large.
We've looked at Breezers but the LBS did not have one that fit. I am a little concerned about the overall weight as well. 35lbs. may be a bit much for her, I'm not sure I'm comfortable finding out my mother's endurance level.
