Neat idea. That would fall under the concept of re-use rather than recycling.

I had the opportunity to visit one of those places that accepts donated bikes and allows neighbor kids to rebuild for themselves a useable bicycle. Sadly, the majority of the donated bikes were disassembled and sold as scrap metal.
