Sad to say, but for the last 5 years, when I wear shorts, the waistband rolls over on itself
Same problem I have with my PI P.R.O. shorts. I was reluctant to go to bibs because it was hard for me to find a good fit. But, once I lost some weight and fit into standard sizes bibs were perfect.

both...because I find advantages & disadvantages to both. Plus variety is nice.

Mountain bike shorts (I like pockets)...this is an upgrade from earlier when I just wore an old pair of shorts (not biking) but the new bike's seat is a bit harder than the old one and 30+mile rides were getting a bit uncomfortable.

Oh and a Tshirt mostly though my wife bought me a long sleeve jersey just recently so I am slowly becoming a conformist

My pair of PI Elite bibs were delivered today (ordered them from REI last week since the store was out of stock).

I like both. However, shorts allow you to wear any shirt you want. Can't say that about bibs...................
