Suitable stem size for sitting upright

Hi
I got a road bike with flat handlebar (bike size 20"). Recently started to have back pain due to cycling, and thought to get a adjustable stem to raise the bar. There are few length of stem i have looked at. But not sure whether to get a longer length stem or shorter one? Can anyone suggest please? Thanks
