There were a few threads a little while back about panniers on folders, with the general feeling being that this is one area where these bikes fall short. Try here for more information.

Has anyone tried to put panniers on the VIIIH or other Downtube? If so, which ones and how did it work out?
I have a seat post rack for my Mini that I could use with panniers but the bike feels wheelie prone with just a small Topeak trunk bag so I doubt that this would be a good idea even if it will fit dimensionally. Thoughts?
Last question - does anyone know if the Brompton front pannier will work on a Downtube.

Challenging, but not impossible. I use a Downtube VIII for my commute; I replaced the stock rear rack with an Old Man Mountain White Rock so that I could use a Two Wheel Gear garment bag (incidentally, I'm not in love with the bag. Jandd also makes one, but I haven't tried it yet myself; may be next after the TWG bag wears out).
OMM makes a number of racks designed for bikes that weren't intended to take them. Best to give them a call and explain what you're trying to accomplish.

Check out this fully loaded bike: https://www.birdy.com.au/carriers.htm. The one bike where full bags front and rear hardly affects the folding.

Simple, cheap, and may work for you.... quick release rack with pannier rails (I use a NB) combined with a kayak bag (roll top, waterproof) suspended from the seat rails and resting on the QR rack. I can bungee the kayak bag (Seattle Sports, large, medium, or small, depending on load size) to the side of my converted DT FS and put it on a bus rack. Multimode with baggage on a bus system that prohibits baggage inside the bus.
