IS THIS NORMAL : Nexus 8 Speed IGH Red Band

hi,

just got a brand new Dahon Curve SL 8 speed Nexus IGH and noticed that when i wheel it, the rear wheel will stop abruptly as if the brake pad is touching the rim. i checked everything to make sure that there is no interference. is this normal for a brand new Nexus IGH ?
