does anyone sell a 406 wheel with a Capreo hub?

doesn't look like it to me, but I thought I'd ask. BF only sells a 451 Capreo wheel. I suppose I could ask someone to build it for me.

goal is to have a Xootr Swift with drop bars and v-brakes (using Travel Agent).

Thank you. U will call and ask whether they will sell me the wheel without the cassette, which would save a bit.

BF will make any wheel you want if you are willing to pay for it. Cost is usually parts list price plus labor. Remember Capreo cassettes as not the same as normal Shimano cassettes. BF also sells the tool to take the Capreo cassette off. Roger
