Looks similar to this one I saw on eBay called the "A-Bike":
Lightweight 8'' inch Folding Mini Bicycle Cycling Travel City Town Bike Golden | eBay
Google prompted this search: A-Bike
So I am not sure if it is from this company or a knock-off

That looks like the bike, but these examples have maybe 5" wheels. If you rode over an ant, you'd probably feel it.

The official A-bike website is here: A-Bike
There are China knock offs with wheels up to 10" but, having first hand experience with one, I didn't like the construction. Firstly, the crankshaft arms were made of plastic. For a micro bike of similar portability, I went for an fsir spin 2.0. Only slightly heavier, slightly less compact and more expensive but much better quality, imo.
