I'd think that those indentations are rumble strips (to warn vehicles to slow down or to not drift off of the road). That bike does have a front wheel, it's just turned towards the viewer.

I just found another picture of one of those signs online and it's next to some train tracks. So I guess that is what the sign is warning about.

I pretty much walk around all day with a dagger between my teeth. I'm half-pirate, you know. Plus there's a lot of crazy people around the office. You never know when you're going to get into a knife fight here. It's a mess.
