I can see Austinites using those (or at least minimally understanding this thing's function), but in most American cities something like this lift will suffer the following fate:

Lift gets put in, after days of wrangling by city councils that this device cannot be used by terrorists.
Some moron trips on the foot wedge, falls on their face and breaks their nose
Moron sues the city and the maker of the lift saying its not safe enough.
Moron wins said lawsuit and makes hundreds of thousands, and his attorney gets millions.
Lift company goes bankrupt.
