Trying not to get political since this thread was intended to be funny, but just an FYI incase you aren't very familiar with the system; this provision was added to a bill. A lot of times, including with the patriot act, many if not most senators don't actually read what they vote on. When they vote on a "must pass" bill when few senators are around, it's not that unusual to have a sweeping, idiotic vote.

Yeah, that's what I meant. That it must be part of a bigger bill with just this little extra line. Probably some kind of bill that no one would vote against, especially in an election year. Like the No killing of Orphan's puppies using little cute kittens or babies act of 2008, otherwise you'd figure someone would vote against it.
