Someone keeps calling my girlfriend and then hanging up

It's seriously starting to piss me off. When I try and call him back, it doesn't even get routed to voicemail because he doesn't have his mailbox set up yet.

He picked up only one time and only mumbled "hello?" a few times before hanging up.

What info can you guys get from 510 493 3638?

It's from somewhere in your area, as you, uh, likely know. But aside from that, it seems to be a cell phone, so reverse number lookups don't work. You might want to call your phone company and see if you can file a harassment claim or get the number blocked or something.

If you have to actively set up the mailbox, maybe they just never have. The voicemail on my cellular phone works, but I've never done anything to it, so it probably still says "The user you have called, INSERT NAME HERE, is not available..."
