Heck, this is easy (I'm assuming the other person is someone you have a romantic relationship with). Just off the top of my head:

Go work together in a homeless shelter or other charity
Read stories/poetry to each other
Go for a walk together
Window shop
Join a community garden
Take a class at a community center
Watch TV
Volunteer for something
Play a board game (see www.boardgamegeek.com for recommendations)
Make a fort with blankets and chairs
Listen to music in a coffee shop
Go to a museum/art gallery/zoo
Start an indoor herb garden or bonsai garden (or combine the two and do bonsai with herbs)
Just hang out together - you each do your own thing, but do them together
Put together a puzzle

In our area we have several local newspapers/magazines (Freetime, etc) that list all sorts of things to do - like free concerts as well as bands playing, etc. Newspaper on Thursday has a special section called "Weekend" that lists lots of that stuff too. Check for some of those things - plus also check the internet - rochester has a couple of different websites that list goings on - free and pay. Lots of stuff available. I hit a lot of free concerts in the Summer as well as festivals, etc. At this time of year there is stuff too. For instance in 2 weeks there's a happening down by the beach where all the people can watch silly people like me go jump into a frozen lake --- and then listen to free bands, ice sculpture contests, chili contests (for $.50 you can sample the chili). Lots of stuff to do around you I'm sure.
