That's good to know. I would have guessed Louisiana at first but none of the holes were filled with shopping carts and covered over with old mattresses. (Photo taken on Perrier Street in New Orleans last year)

For reference, it is hard for me to go near the outside edge of the Space Needle with its substantial guard rail, and it is 100 feet shorter than that corroded walkway...

I thought that as well (also to cover some of the holes, to distribute the weight better), but would you want to be the guy trying to balance on that narrow platform while carrying a sheet of plywood? Not I!

iirc many people die of heart attacks and such on the way down. Maybe that is false though. I could not help thinking of the poor builders of that thing.
