please explain photoshop elements to me....

so, my hard drive died a while back. recently i decided to reload my photos from my backup drive. but, alas, this dumb program has decided to treat my backup drive as though it's a drive i'd actually be using regularly and now i can't see certain photos unless i have it plugged in.

how do i get photoshop to put those photos on my hard drive?

No its not a 'dumb' program. Its just doing what you tell it to and since you haven't told it to do anything with the photo's other than opening them then thats all its done. To be honest you DON'T want a program to just go writing new files all over the place, particularly big files like photo's so it hasn't really done anything wrong.

Drag them over.

Or right click Start, choose Explore.

Why don't you drag (copy) all the files you backed up onto your new HD? That's what the back-up was for, right?
