Looks like they are teasing the poor dog with something off camera, dog looks elderly and I aint no vet but cataracts? If that's a PB poodle it's the furthest thing from stupid, poodles are actually very intelligent, the standard sized ones anyway...

That video really bothers me.

Looks like normal crazy dog behavior to me. I have a dog who's easily wound up, and she's almost 14. All it takes is her "going for a walk" harness and the noises start. When she was younger I could barely get the harness on her due to all the spinning around, barking, play-bows, and running around.
