You can pick nits on the carpentry I suppose, but the real key here was the concrete work, and that looks like something done by a commercial firm in NY City (which is where the guy worked for 20 years). As long as that retaining wall/deck footing base doesn't go anywhere, the rest isn't such a big deal.
