    Bird Identification

    I've done some searching, but I haven't been able to identify this raptor I saw a while ago.

    I am in NE Pennsylvania.

    Any ideas?

    I didn't think of the fact it could have been a juvenile, so I didn't even look at red tails, as the distinctive red tail wasn't obvious (I saw a red tail in California several years ago).

    This one did look smaller than the red tail I remember seeing, so I think I can go with a juvenile red tail.

    Thanks for the input.

    I am willing to take some other thoughts too.

    WOpg said Harrier at first glance, but red tailed hawk looks like a better guess, especially given the PA locale.
