In any case, the two words, "gross negligance" come into play here. If they do injure or even worse, take someone's life, that could be grounds for a manslaughter charge.

...and what two wheeled transportation is going to be near a rumble strip?

When I read that bit I felt a bit queazy - he's already run you down before he gets to that rumble strip.
