BTW no, that's not Braille.
Braille letters are composed of three horizontal rows of dots, those only have two.

Doesn't look like it to me. Braille cells contain 6 dots, these appear to contain only 4 which contain no spaces between them. Where'd you find it?

Now I don't feel so bad for being confused. I can actually read Braille (though I don't really do Grade 2 contractions and Grade 3 shorthand is a mystery)

Originally, I thought it was some sort of code. But since for that to be true, either only the top 2 dots or the bottom 2 dots weren't used and the code would have only a few alpha characters separated by hyphens, it seemed more likely that it was just gibberish.
