Everything in American education is about testing to a standard, so I am going to say score. If your score is high enough, ability or lack there of probably does not matter. If your score is marginal then all your other abilities and achievements would carry more weight.

I was a National Merit Semi-Finalist, but was 7th in my class with a 3.65GPA. The college I went to was going to decline me, until I called & said I'd be visiting. I found out later that it took meeting with me to seal the deal of accepting me. They just couldn't understand how I could do so well on the SAT & be a NM Semi-Finalist, but not be 1st in my class with a 4.0. After meeting me, they completely understood.

Scores are important for getting yourself through the door. If you don't have high enough scores, universities will not even deign to look at your application, unless you are really, really, REALLY stellar (like if you won multiple championships in some field or whatever). If your scores are good enough to pass muster, then the more important part will be your ability, and what people call "fit" or how well your interests and abilities fit with the goals of the university and the faculty that work there.

Actually, I went to HS in Wisconsin, and college in Sarasota, Florida. I didn't wise up and move to Texas until a couple years later.
