Anyone ever have the answer to a problem and have it ignored even though the person it was handed to knew it would solve the problem?

I work for the city. It happens to me often. I've been with my job for 19 years now (20, come October 31) and have to work under supervisors with less experience and a manager with a total of 6 years in the city.
My co-workers (a few with more than 5 yrs experience) think I'm crazy as I walk in circles at the staff meeting ranting, "Haven't we tried this 10 years ago and it failed?". I try to just shut up nowadays and watch the show. It's like a poorly written comic strip.

For me, it's usually the advice route. I had a friend tell me how broke she was and actually asked me for ways she could save money. I pointed out five very clear ways she could cut back her spending and yet live more extravagantly than I ever could, and she replied with, "no, those aren't cutbacks I can make." (She NEEDS her $189 a month cable bill, even though she can't afford her mortgage, okay....) Another friend has been trying to get pregnant for three years. I asked how often they are having sex. After not wanting to answer, she gave in and said "about once every two or three months." I told her even the most fertile 20-something (she's 36) would have a difficult time getting pregnant with sex that infrequent. She hasn't really talked to me since.

At work, no. I have to play the idiot because if I tick off the client by coming up with an idea and not him, watch out!
