Seriously, though, I like how the killser is still "under suspicion". I should think the picture would remove any doubt.

Did you bother to look at the picture? The angles work out so the gunman's hand and the gun hide the whole lower part of his face. In short the police had as much to go on as far as facial recognision goes as in the classic Western masked bandit.
