What exactly is a "Funky Cold Medina"?

Seriously, I have little to no clue as to what it is and I desperately need to know something about something.

Actually it's supposed to be a love potion.

It is Medina which in addition to being chilled has a Bootsy Collinsesque groove to it.

Medina is a suburb of Minneapolis MN and the Medina ballroom used to be a popular night spot. Sound like they had the heat go out some January evening when they had a hip-hop band in there.
