They used a hardware/software hack. Every time your phone enters into range of a tower (or pretend tower) it identifies itself. That's the way mobile phones work... how the towers can find the phones when they are called.

Google? I was at a ham radio convention a few years ago. Among the hundreds of vendors one was selling such equipment. The legal use... would be to text/call, people/phones as they pasted by with sale ads (eat here... todays special).

I don't think the technology itself is bad. But almost all technologies can be exploited for both good and/or bad.
