do any of you know if Waterford Precision Cycles is a good frame builder

Arguably one of the best in the world. Waterford was originally owned by Schwinn and was where the Paramounts were built. The factory was sold in 1993 to, among others, the grandson of the founder of Schwinn.
Waterford has a huge cult following.
