hairline crack on the seattube (steel)

hairline crack on the seattube (steel)
When inspecting the frame i noticed this:

i have drawn a circle around the area
what can be done to fix this?, i will have the frame repainted

UPDATE!
after some cleaning and sanding at the area, i see that the crack is only superficial (skinndeep)
